I have a document that contains fillable fields. I completed the ones I needed to and signed the document. When I sent it to another person to complete their information and sign it, the PDF becomes uneditable. I do not have any protections on the document, so it should not be restricted.

Signing a file will lock it, including the fields in it, unless you set it not to do so.

If you're using a Digital Signature field go to its Properties and make sure that under the Signed tab it is set to not lock any fields.
